The Republic is globally recognised as a country that has a clean and incorrupt system, and three factors have led to this outcome - strong political leadership from the start, a robust anti-corruption framework, and a culture that eschews corruption.

These were laid out by Prime Minister Lee Hsien Loong on Thursday (Apr 7), at the opening of the Corrupt Practices Investigation Bureau's (CPIB) exhibition "Declassified - Corruption Matters", which outlines the nation's anti-corruption journey.

Pointing to the number of corruption cases registered in 2015, Mr Lee noted that they were at an all-time low. A total of 132 cases were registered for investigation by the CPIB - a drop from 136 in 2014.

However, this is something that requires hard work to maintain, Mr Lee added. "Today, we are in a precious and extraordinary state of affairs of having a clean system,” he said.

Mr Lee added: “But by no means have we permanently and completely eradicated the problem. Because corruption is ultimately driven by human nature and greed. However tight the system is, some individuals will sometimes still be tempted to break the rules. When they do, we must make sure they are caught and severely dealt with.”

He pointed out that ultimately a clean system starts at the top, allowing the CPIB to investigate anyone, including senior public officials and ministers.

"It is not just putting the safeguards in place, for the CPIB to investigate any matter - or even the PM ... but it is how we conduct ourselves in every respect - whether we uphold ourselves with integrity, whether we are transparent and prepared to have a full investigation and public accountability when rumours threaten our credibility - even if it could be awkward or embarrassing for us," he said, pointing to an incident in 1996 when rumours spread that he and former Prime Minister Lee Kuan Yew had received improper discounts on property purchases.

Then-Prime Minister Goh Chok Tong ordered a full investigation, which found nothing improper. The findings were then brought to Parliament, and the issue debated for three days







so how about tax evasion?  those individuals with offshore accounts ......  please also investigate thoroughly those people who are hiding their wealth from IRAS !

not easy to have a clean and corruption-free government de larrrrrr......

even Lee Kuan Yew also got to give statement to Parliament .....
