a widespread belief that someone or something has a particular characteristic.

What is it for ? What do you aim to achieve with it ?
As the name suggests , it is a crowd sourced form of moderation where users rein in the behavior of peers. Socially accepted posts are encouraged by likes while unacceptable posts are disliked.

Individuals which acquire many likes from other users might be motivated to improve the quality of their posts and might generate useful information that might draw new users in while retaining existing users.

When majority of users dislike a user , it might draw the attention of moderators whom might choose measures they deem necessary.
These are the possible solutions :

 Leave the system as it is
 Remove dislikes and only allow likes in future
 Raise the required number of posts for like function
 Limit number of likes/dislikes in a day

Leaving the system as it is is not recommended as it allows toxic trolls to easily corrode the reputation of members . With low requirements ( no post count requirements / limits on actions )  , a single troll with lots of time on his/her  hand can manipulate the entire forum.

Removing dislikes and only allowing likes in future will strip the reputation of half of its function . The self policing aspect of the system is disabled. If active moderation is present , then this is of no concern. A report button could be just as useful for crowd sourced moderation as it helps to spot the case where someone with lots of like could abruptly turn negative.

Raising the required number of posts together with limiting the amount of actions per day seems to be the best solution if you have a large enough community.

Raising the required number of posts simply restricts users who haven't posted in the forums from dispensing reputation points. A user's initial posts could be observed by other users and any abnormality could be arrested.

Limiting the amount of actions per day would ensure that each reputation action is significant as the number of times one could vote is scarce . Thus , a rational user would only pick the most extreme favourite / disdained post to use his/her vote

Really very long...

Personally, i feel the rep system is useful,
it serves to encourage users to post useful posts instead of the legendary +1,
it discourages users from posting negative/crude posts that will cause dislikes.

Of course, as mentioned above, it is possible to remove dislike and replace with the report function
provided there is active moderation. In this case, alternative penalty should be in order.

At the same time, number of posts required is a simple matter of spamming.
How about encouraging members to post constructive posts and have accumulated 10 karma (rep) before they can start giving out likes?
Achieving certain landmarks can maybe upgrade our stars which increases the value of the karma we can give out.

Limiting is a good choice for now while the forum is small and not moving fast enough, however it also potentially limits the growth rate when there are more decent posters who made the effort to post but people have already used up their quota, so they decide not to post instead. (funny but happened in another forum before)

My take:
1- No
2- Active moderation or no
3- Karma activated instead of post counts
4- Short term solution

I think we should limit the dislikes that a forumner can give.
If a forumner likes to give "dislikes", obviously that forumner must be "problematic" in a way... how could someone dislikes everyone or the majority of the forumners?

Rep is a long term thing. It is only meaningful when it is 1 year or so down the road. And if one posts helpful and meaningful stuffs over 1 year, his/her rep is most likely to be on the high side.
